Even if you do not allow them to develop great height, at least they have the capacity to do so when the need arises. Some people do mind having a perimeter fence that is only an average of three feet tall.
If using landscaping bushes for semi privacy, you might want the kinds of bushes that grow tall enough to partially hide you and your home from view. Many landscaping bushes have the capacity to grow an average of ten feet tall when left to grow. Formal hedges on the other hand are more for aesthetic display than any other reason. These types of landscaping bushes need to be constantly trimmed and maintained to keep looking their best.
Landscaping bushes can also be used to emphasize a particular structure. Some fountains and statues may be surrounded with bushes to add to their beauty.
