It is no longer enough to be fluent in English in the United States. Add to that the fact that the Spanish speaking communities in these areas have been growing for generations and you have a large part of the country that speaks only Spanish and the rest of the country is going to have to adjust and decide to learn the Spanish language. It just seems more like the American thing to do lately.
