The campus site of the Hong Kong Academy for Performing Arts was established by the Government Ordinance of Hong Kong in 1984, a period in which the then-Chinese territory was a colony of the United Kingdom. The Academy has programs with emphasis on Chinese and Western traditions. The Hong Kong Government still meets the recurrent costs of the Academy. The Hong Kong Jockey Club made a donation of 300 million Hong Kong dollars during the inception of the performing arts center. The donation was utilized to cover the costs of constructing the buildings of the campus site which opened in 1985.
Hong Kong Academy for Performing Arts is under the control of the Hong Kong government. The government of the territory appoints the members of the Academy's Council which is the governing body of the Academy. The Council consists of community leaders that come from or have experience in commerce, law, education and the arts.
