Be sure that you can make changes to your page as needed without fear of being charged extra.
After you have found a spot for your page you then need to set up a domain for it. Again there are plenty of sites that sell domains so take your time and pick a name that you think will attract people to your site. If you are making a private site or one that is not for business really a domain name may not be as important to you. Again this is totally up to you.
Once you have those two things in place you are ready to really look at how to design a website. You are probably going to want some for of HTML editor and for this I recommend going with FrontPage. FrontPage has an easy utility that makes creating your page a breeze.
You can open up a blank page and add images and text and FrontPage will make the code for you. This takes the difficulty out of how to design a website and makes it all completely intuitive. If you are familiar with Microsoft Word then this should be very easy for you.
If you can not get FrontPage or want to try to do it completely on your own, look for a basic HTML tutorial. Simply open up Notepad and start typing in the code. Once saved as an HTML file you can preview it through just about any browser. While this way is more difficult it can be very rewarding to see you work built piece by piece.
