The first step to being to having good web design is understanding how the code works. While many pages out there will look very pretty when one looks down at the source code it becomes apparent that the designer had no idea how to write in HTML.
When you first start out you should write all your code in either notepad or WordPad so that you develop your foundation in the basics. Eventually if you want to use a program that writes the code for you to streamline your process that is ok, but when you first start you want to be able to actually write and develop the code on your own.
Take some classes in how to write in HTML to develop these skills. These classes will give a great insight into what is good web design and what is not good web design. Each course that you take should help you to figure out what a truly gifted coder is.
After you have the basics down you are going to want to start talking to experts. See if you can find a friend online or locally that you can befriend who understands what good web design web design is. Most coders will be very open to this as in order for them to get where there are they undoubtedly needed help themselves.
Once you have a mentor try not to abuse them too much. Only go to them when you can not find the answer or you need their help. While they should be more than willing to help you out you do not want to abuse that as they will become severely disenchanted with the experience if you continually harass them.
Next is to start to develop as many varied and different pages as you can so that if you have a client who wants something you will be familiar with how to achieve their goals. Experiment and have fun with the code. Try to figure out ways to break and fix it so that you truly understand how it works.
